Basically It's feature is, The loot which we get in Minecraft either by defeating mobs or by looting or from any sources, the loot will be now randomised Means you will get loot randomly from the sources.

For example , Before while defeating llama we were getting leather but After applying this you will get random items such as diamonds, trapdoors, emeralds, or any random items.

In simple words loot is randomised.
